Mod Staging folder must be on the same partition (drive) as the game's mods folder. The game must be initialised and the mods folder present (usually starting the game once will do this). Your PC's file system must support hard links.

The skyrim se file in my steam/common was fine and I have a back up of my vortex staging folder. I copy pasted the folders from the back up into the new staging folder. I then enabled all the mods in vortex, however none of the installers that let you pick between different options appeared. Anyway, I mod skyrim SE as well and have been for a few years on here and I have skyrim installed on my C drive but this on my D drive for space reasons. Vortex says that mods can't be deployed because the mod staging folder needs to be on the same drive as the game.

Here it should say G:\Vortex\SkyrimSE\mods, the G would be the drive letter you have placed Vortex(mine is G). Also in here should be a Deployment Method, this should be Hardlink Deployment.

2019-01-30 So I have been trying to get a mod to work in Skyrim SE. It it installed in Vortex, is Enabled and Deployed and is also listed within the games In-Game Mod list, but the mod is not active. The mod is Liliths Tools Redone, and I don't believe it has any additional requirements to be active. I have screenshots of the mod being listed in game, and the description seems to be missing. We generally suggest that users opt for the hardlink method but that would require both game and Vortex's staging folder to be on the same partition and have full write access to the game's mods folder (in the case of Skyrim that would be your data folder).

I suggest creating a directory like :\Vortex\ for this. Example, if you want to mod SkyrimSE which is installed on E: then I'd use the folder E:\Vortex\SkyrimSE as the Mod Staging Folder for Skyrim. You can name the folder differently, of course.

2: Exit Vortex. 3: In Steam, move Skyrim to another drive. 4: Run Skyrim launcher once to setup registry etc. 5: Re-start Vortex to detect new location of Skyrim. 6: Just to be on the safe side re-start Vortex. 7: In Vortex click Settings, Mods, specify new location of "Mod Staging Folder" on the new drive, and Vortex should move all files for you.

I have SKSE64 installed via vortex, and all of my mods are on the same drive as my Skyrim folder.
